A first-hire readiness check

Prepare the role, employer administration, payroll and benefits before a founder commits to the first employee.

The direct answer

A first hire should have a clear business purpose and a workable employer process. Define the role, confirm permit and employment questions, map recurring costs, and assign responsibility for payroll and records. An offer letter alone does not establish readiness to employ or complete the relevant authority procedures.

Describe the outcome, not just the title

Write down the work the founder needs transferred, how success will be observed and who will manage the person. Decide whether the need is continuing employment, a defined project or an outsourced administrative service, with advice on the lawful arrangement. A role called assistant or consultant can conceal very different responsibilities. Resolve those differences before comparing salary and provider quotations.

Confirm employer and permit questions

Identify the employing entity and its current administrative position. Review LMRA requirements, relevant Bahrainisation and work permit considerations for the actual employer and role. Social insurance and identity administration may have separate steps. Obtain qualified advice on employment terms and any reserved recruitment work. Avoid promising a start date on the assumption that a registration certificate settles every employer requirement.

Map the full recurring process

Prepare payroll inputs, approvals, WPS coordination, benefit records, insurance questions and employee queries. Gratuity and pension treatment need assessment for the person and circumstances. Assign responsibility for correcting errors and retaining evidence. If a provider manages administration, specify what the founder must still approve and monitor. Outsourcing a task is different from confirming that the underlying employer obligation has been met.

Prepare both joining and leaving

Create a checklist covering documents, permits, pay, access, equipment and confidentiality at the start. Also consider how a future departure, transfer or role change would be handled. This protects the business record and avoids dependence on an employee’s personal accounts. Review the plan with the appropriate advisers and keep the final process proportionate to the actual role rather than copying a large-company manual.

Questions, answered

Before you take the next step

Can I use a contractor to avoid employment administration?

The lawful relationship depends on the actual arrangement, not its label. Obtain suitable advice before assuming a contractor invoice removes employer or permit responsibilities.

What should a payroll provider receive?

Provide approved employee and compensation information through an appropriate secure process, with clear instructions on changes, reporting and who can authorise corrections.
